I did not think I had e-filed. I planned to mail my State return, but the paperwork showed I filed electronically. It did not charge me anything. So are my returns complete or not?

Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.
