This year some work was done in New York which requires e-file by law when using tax software. I file taxes for family and have now exceeded my 5 e-files. TurboTax says to mail it in but the state instructions says to e-file.  Do I have to buy another version of Turbo Tax to submit the New York State return by e-file?

No---that will not help you.   The five federal e-file limit is an IRS limit that you cannot work around by purchasing a second download.  You will need to send your additional returns by mail.

New York prefers e-filed returns, but there are certain circumstances that make it necessary for you to file your NY return by mail and the state DOES allow mailed returns.    If you could not or did not e-file your federal return then your NY return cannot be e-filed.   It has to be mailed.   It is not possible to e-file any state return if the federal return was not e-filed and accepted by the IRS.
