I want to go on a payment plan for my state tax i owe. However when i go to transmit my returns it brings me to the actual form and its says 1' debit amount is not between the prescribed upper and lower limits" They shouldnt be taking anything out

Depending on the state, this may be a requirement for filing a payment plan in the way you are (e-filing the form through the return). So another option is to file without the form, and then contact the state to make the payment plan arrangement.
