Electronic filing of state taxes

I am curious as to how electronic filing of my state taxes is determined to be free or not? Is this due to the state decision?

When we lived in NY, we would file NY Taxes and it was done with no charge. Now that we live in another state, we are asked to pay 25 dollars to file electronically. Why is this? For what reason is there a charge to file electronically?

If you use TurboTax online there is not a charge to e-file a state tax return. If you use TurboTax Desktop there is a charge to e-file a state tax return. Please see this for more information: Is there a fee to e-file my state taxes in the TurboTax CD/Download software?
