Can i claim exempt on a part time job if ive had no income for years if i started working now or how much can i make for this year?

To claim exemption from withholding for 2024 you must meet both of the following conditions:

(1) you had no federal income tax liability in 2023, and

(2) you expect to have no federal income tax liability in 2024.

To have no federal income tax liability in 2024 your total income for the year would have to be less than your standard deduction. You have not given the information needed to determine your standard deduction. If you are single, under 65, not blind, and no one can claim you as a dependent, then your standard deduction for 2024 is $14,600.
