Fee for state return paper-filing

Hello!
I switched from e-filing to paper-filing because my return keeps getting rejected, but I was charged for state efile anyway. Should I expect this fee to be refunded or I have to explicitly request refund?

You will have to contact TurboTax support for the state e-file fee refund.  When using the website enter the key words Billing Issue and do not use the word Refund or you will get a response for a tax refund.

I've tried to contact support via Twitter and here is what they told me:
'The fee you see for your state return isn't for the e-filing portion. It is for the preparation of your state return. To e-file is free.'

Ahhhhh....They should have asked you what TurboTax program you were using.  Try again and this time tell them you are using one of the TurboTax desktop CD/Download editions.
