I have e-filed my federal taxes, but do not want to pay $25.00 to e-mail my state taxes. Turbo Tax is not offering me an option to mail my state taxes. What gives?

In the File section of the desktop program on the first screen you only need to select File by mail

On the following screen, for Federal, select Do not print my federal return to file by mail now. Then continue in the file section to print the state return for mailing.
