That usually means, do not enter the zeros, just leave it blank. You need to take out all the zero's for the months that you don't have coverage. You may get an error while you are removing the zeros as if you leave even one zero in it will still give you the error - but once you remove them all, it will clear the error.
Starting in 2019, there's no longer a penalty for not having health insurance. However, if you had health insurance through Marketplace or received a Form 1095-A, you'll need to fill out a Form 8962 to reconcile the Premium Tax Credit. We'll create this for you when you enter your info.

If you have an amount in column A, then the amount in column B can't be zero. You must enter the Second Lowest Cost Silver Plan (SLCSP). The SLCSP is the second-lowest priced health insurance plan in the Silver category that was available when you applied for insurance at Healthcare Marketplace.
Look at Part III, column B of your 1095-A, titled “Monthly second lowest cost silver plan (SLCSP) premium.” It should show figures for each month any household member had the Marketplace plan.
If you are having trouble clearing an entry, try logging out and back in, using a different browser, or restarting your device. Chrome generally works well. Check the status of your Internet connection; a hardwired connection works best.
