You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

I am not sure what you are asking.

 

If you owe Maryland tax with your return, you can (1) enter your banking information into TurboTax so that the state can take a direct debit from your checking account, (2) go online to make an online payment to the state, or (3) mail your check with form PV (should be part of your Maryland return).

 

If you meant, "I can't pay my Maryland taxes", then look at the link "Set up an Individual payment agreement." on the same page as the online payment link above, or call the number at the bottom of the page for this online payment link.

I need to set up a payment agreement yo pay Maryland State taxes. Do I file the return and not make a payment at this time. Will I then get a tax bill to setup the payment agreement?

Go ahead and file the return.  You can go to the state's website to check if you are eligible to set up a payment plan online.  You could also call the state by calling 410-974-2432 or 1-888-674-0016.
