Medicaid waiver payments are not taxable income.  You can file a tax return and you will get the withholding as a refund.  See How do I enter my tax-exempt Medicaid waiver payments from IHSS in TurboTax?

You can also file a W4 with your employer to claim an exemption.  This will stop the withholding going forward.
