If DC is your resident state and you need to file another tax return, then click on State on the left side of the program screen.  Then click on Your State Returns at the top of the program screen.  Click on the Add Another State button.

If you lived in DC but worked in another state, in the My Info section of the program on Other State Income you should have indicated you worked in another state and then selected that state from the dropdown.  The nonresident state tax return should be completed before completing your resident state tax return.

Additionally, see this TurboTax support FAQ for state reciprocal agreements - https://ttlc.intuit.com/community/state-taxes/help/what-is-a-state-reciprocal-agreement/00/25612

District of Columbia residents who are taxed in DC, commute to Virginia every day, and receive only wage or salary income in Virginia are exempt from taxation in Virginia.
