You cannot prepare a "stand alone" state return using TurboTax, if that is what you mean. If you used TT for your 2023 federal return you could use the download desktop software now to prepare a 2023 state return. You need a full PC or Mac to do that.

You could go to the state tax website to get the form and prepare it by hand.
