How do I switch my state sales tax deduction to the state and local income tax option? It does not give me a prompt to switch back.

Go back through the Sales Tax section again, choosing to try to use the Sales Tax option.  

 

At the end of entering the information for the sales tax deduction, you will be given advice about which option is best according to TurboTax.  You will also see a check box that will allow you to change to either State and Local Taxes or Sales Tax.

I followed the steps recommended for switching back to State and Local Income taxes. However, the # on my tax summary for deductions did not update.

It most likely did not change because you have already reached the maximum State and Local Tax deduction that is allowed.  The maximum is $10,000 in that category of deduction whether you are using state and local income tax or state and local sales tax as part of the deduction.  

 

Real estate taxes and personal property taxes also fall into this category so if you had already met the $10,000 limit, then the change between sales tax and income tax would make no difference.
