How to apply Foreign Tax Credit to Wisconsin taxes?

I have a green card, but live abroad, while keeping my USCIS address as that of a friend in WI. Most of my income is wages from my job abroad, for which I pay zero federal taxes after I deduct the taxes I paid to the foreign country as Foreign Tax Credit.

 

Now, I cannot see which schedule I can submit with Form 1 to claim the taxes I paid abroad. Could you help with that? If WI has no double taxation agreements only with other states but not other countries, then I probably would file form 1NPR to avoid taxing my foreign, non-Wisconsin income.

    Many states do tax foreign income -including WI. WI will tax your income even if you are not domiciled there. You can think of the taxes as the cost of having a home base in WI. The form 1NPR is used if you are not a resident of the state. If you have intent to return to Wisconsin, the state may determine you are a resident. If things are uncertain or you have established a new residence, you could file the nonresident return. A WI address on a nonresident WI return, feels out of place; but, you need to use the address where mail can reach you.
