The California form 3554 must have been triggered when filling out information on your state return. The form relates to the new employment credit recapture. If anything was entered in this credit portion of your return, you will continue to receive error messages. Unfortunately, you must delete your return to remove form 3554. Please follow the directions in this TurboTax FAQ to do so.
