I know the Tax year of change begins from 1/1/24.

should I put 12/31/24 on the Tax year of change ends?

It means a period of change. After that, it will stay the same until the next change. Am I right?

Yes, you are right. Tax year 2024 is the year of the change. You are entering the first and last day of the 'year of change' (01/01/2024 - 12/31/2024).

Year of Change: The year of change is the first tax year the applicant uses the proposed accounting method, even if no affected items are taken into account for that year. Each applicant (and filer, if also an applicant) must list its respective year of change.
