I am a resident in PA and have already filed my taxes, I have worked for a short period of time in Ohio and have not yet filed for 2019. My question is, would I still receive my PA return?

Yes, you will still receive your PA refund provided that there are no issues with your PA return.  Depending on how much you earned and pay in tax to OH, you could be due credit for the tax you will pay to OH on your PA return.  If this amount is significant, you may want to amend your PA return after you complete your OH nonresident return.
