My income for the year is 7843 and they have withheld local income tax of $196.0 in Cleveland. Can we get back this amount?

You have 3 returns, federal, state, and city. The city tax withheld goes with your city tax return. If you worked in Cleveland, chances are that matches pretty well with the tax on your income.

You may not be required to file a federal tax return. Take this quick quiz, Filing requirement - Do I need to file a tax return?

You should file your state and city. See  OH State Filing Requirements

A. No. There is no exemption of city income tax for students, in Ohio (unless you are under 18).  $196 is the correct amount of withholding on $7843 (2.5%).

If you are Cleveland resident, you must file a Cleveland city return, even though you the right amount withheld. Cleveland is a member of CCA.  TurboTax can do CCA returns.  Non residents do not have to file.
