Are you in the MY INFO section and referring to the question about what state of residence on December 31, 2019?

If so, if you lived in the Philippines on that date, scroll down to the bottom of that dropdown list of states, and you'll see the choice "Foreign or US Possession."

On a later screen, if your mailing address is in the Philippines, on the screen that says "Enter your current mailing address"  the first field says "Type of mailing address."   Use the dropdown list to choose the proper type of address, and the data fields will then change to accommodate your type of address.
