I am trying to file my w-2 for the state Tennessee which doesn’t have income tax. The option to put Tennessee for box 15 doesn’t exist so what should I do?

It will not allow me to continue unless I put in a state. But the states that appear all have income tax so Tennessee isn’t on it.

Since Tennessee does not have a state income tax, there is no option to select that state for Box 15. Since there is no state to enter, the boxes for Employer state ID, and box 16, 17 should be left blank. If that does not resolve it, you can click on the trash can icon on the right and delete the whole line.
