I can't file Fed and NY State here without paying NYS tax due in full, which I don't have. Do I have to get a paper bill to set up an installment plan with the state?

I can easily set up a payment plan with Federal but for some reason the state won't let me. I've already called NYS support and they told me to ask TurboTax since they insisted there should be an option or I should have received a tax bill for both state and fed in the mail-in which I haven't. What do I do?

Thank you! However, I already have an account set up and just ended up hitting a wall upon account verification. I can't request an IPA without a bill. I don't have a bill. When entering my social for confirmation there is a message saying I have filed taxes for one of five years. I call support. They give me the same link.
