I don't understand how to answer this for my VA filing. i was a student in VA for 2023 and worked in VA, but my home was in NJ.

"Did you make money in Virginia in 2023, but never live there? We can tell you were a Virginia nonresident in 2023 from your federal taxes. We're just asking to make sure."

Answer that question Yes.  That’s because, for tax purposes, you are a non-resident of Virginia.  (Virginia can tax you as a non-resident on income you earned in Virginia.)
