I filed my taxes with two different states, new york and florida. as i lived in both in 2019. only received state taxes. but both federal and state were accepted. why?

Are you saying that you only received a refund for the state taxes, but not a refund on your federal taxes?

Once IRS or your State accepts your return, it means that they have accepted it for processing.

Processing can take additional time, in some cases.
