Question

I have a 1099-INT in a different state, in the state tax refund portion, do I click "I made money in Il last year, but never lived there"?

No. If you have interest income reported on 1099-INT from a state other than the one you live in, you do not report it as income earned in another state.  Interest, dividend, and investment income from stock, mutual fund, and bond sales are taxable by the state in which you reside when you receive it.  So, unless you were an Illinois resident you would not indicate that you had Illinois income because you received interest income from Illinois.
