I have a 1099-NEC in New York for $3k. Do I need to file state tax there, although I'm not a resident?

I'm an Arkansas resident who freelanced from home to a company in New York and made just $12k in 2020. I also have a 1099-NEC for Washington, D.C. for $3k. I am uncertain if I need to file state taxes in either NY or D.C.

If you worked from home and did not go to New York or Washington DC you will not have to file tax returns in those states.

In most cases the state that you work in is where you pay the taxes.  Many companies are based in states other than the one you work in.

If you did not go to New York, or Washington DC you would only file in your home state of Arkansas.
