I have a PA Unemployment UC-1099G that shows total payment and tax withheld but does not show the allocation of taxes withheld. I am unsure how to log this is

Not sure what you mean by allocation. Pennsylvania does not tax unemployment benefits, so any taxes shown as withheld should be Federal taxes.
