I have my permanent residence in WI, but lived and worked in CT for 194 days of the year. Would WI still be my state of residence?

Yes, Wisconsin is your DOMICILE (permanent residence).  However, you will have to file a Connecticut resident tax return as a statutory resident.

 

You maintained a permanent place of abode in Connecticut during the entire taxable year and spent a total of more than 183 days in Connecticut during the taxable year.

 

You will want to do your Connecticut return first, then you can take the credit for taxes paid to another jurisdiction on your Wisconsin return.
