I have Pennsylvania income but live in Maryland. Must I do a PA non resident return?

The amount withheld by PA is less than the cost of filing the PA non resident return.  So I would have to pay $40 to file in PA to receive back $30.  Can I just not file in PA?

Yes, you can just not file the PA return since MD and PA have reciprocity and you would not have a tax liability to PA.
