Turbotax online charges separately for each state so if you file online you won't pay for a state. The download for Turbotax Desktop version from Turbotax only comes with one state included.
Some other stores like amazon and Staples will sell CDs (and may downloads) of the Deluxe Desktop version with no state. But as far as I've seen, it only saves a couple of dollars.
If you don't have state income tax then you don't need a state module.
