I live in GA. Do I have to file an Illinois return on pension payments from Illinois if they do not withhold state tax?

Pension payments are reported to you on a Form 1099-R.  Where the Payer of the pension is located is not relevant.  You do not need to file a state tax return for Illinois since no IL state taxes were withheld from the pension.

No, your retirement income is taxable by your resident state instead of the state where it originates.
