Question

I live in IL and work in MO. Why must I fill out state taxes in IL if I didn't work in IL?

As an Illinois resident you will be taxed on all of your income regardless of where it was earned.

While you did not include in your facts that you had MO withholding, I am assuming that is the case.

You will need to file a MO nonresident state return.

Once this is complete, and your MO tax liability is determined, you will get a credit for taxes paid to other states on your Illinois tax return.  This avoids the double tax.
