You will file a full year resident return for New Jersey (NJ).  If there is any Pennsylvania (PA) state withholding you will file a return to obtain a full refund because there is a reciprocal agreement between these states. Do not enter any state wages in your W-2 for PA.

You should add the local wages and tax to make sure it carries to itemized deductions if you will use that. You may not be allowed to obtain a refund from Philadelphia as a NJ resident. Philadelphia Wage Tax link.

You will answer the 'earned income in another state' question with 'NO'. Reciprocal means that each recognizes that their residents may cross the border for work and do not expect nonresidents to pay tax on wages earned in an this adjacent sate. In this case there is no credit for taxes paid to another state.
