I live in Tennessee and work in North Carolina. I took money out of a 401k from my old job in Tennessee. Can North Carolina tax this money?

No, if you live in Tennessee, North Carolina can only tax what you earn in North Carolina.  Since you live in Tennessee, with no state income tax, your 401(k) withdrawal is NOT taxable for state taxes.
