Question

I lived and worked from Kentucky for an employer in Illinois. Illinois taxes were withheld but not refunded 100% via TurboTax to pay Kentucky as they have been. Why not?

In order to receive a refund of the incorrectly withheld IL taxes, you must submit a non-resident Illinois tax return, showing zero Illinois income, to the State of Illinois.   Illinois will send the refund to you, not to the State of Kentucky.  It is up to you to pay Kentucky.

 

If you have not already done so, submit Illinois Form IL-W-5-NR to your Illinois employer, stating that you are a resident of KY.  Here's a link to that form:  https://www2.illinois.gov/rev/forms/withholding/Documents/2018/il-w-5-nr.pdf
