I start and lived in Florida from October 2015 and  lived and worked the entire 2016 in Florida but I didn't change my state residency until March on 2017.  I was previously a Maine resident before then.  My question is should I file a Maine state income tax?

It depends but I you did not change your permanent residence to FL until March 2017 and still considered yourself a permanent resident of ME until this change, then you will need to file an ME resident state income tax return even though you worked and lived in FL for the entire 2016 tax year.
