I'm a travel nurse and I'm a resident of Tennessee. I have never heard of the non resident return form for DC. Will I qualify?

It depends.

You are not required to file a DC return if you are a nonresident of DC unless you are claiming a refund of DC taxes withheld or DC estimated taxes paid. Use Form D-40B, Non-Resident Request for Refund (available by visiting  DC - Tax Forms ).

So if you had any DC withholdings taken out as a nonresident of DC, the you will be able to filing for this refund.

I have the same question. So if it’s not noted on the W2 that taxes were withheld from DC then a state tax does not need to be filed? Also my travel agency had me fill out a “D-4 DC Withholding
Allowance Certificate” what does that mean? Thank you in advance

Correct, no DC return is required unless you live in DC or had DC tax withheld.  The D-4A is the form that tells your employer to withhold the correct taxes so you don't end up having to file the nonresident return.  @lilrags8 

 

The table here lists the state(s) that a particular state has a reciprocal tax agreement with.

 

As a worker in a reciprocal state, you can fill out that state's exemption form and give it to your employer if you don't want them to withhold taxes for your work state. If you do this, make sure your employer also withholds taxes for your resident state, otherwise you may get hit with underpayment penalties come tax time.
