I'm retired and after completing my taxes I am due a federal refund but I don't owe anything nor am I due a state refund. Do I have to file the state taxes for South Carolina?

No, if you are over 65 and your gross income is less than the federal gross income filing amount plus $30,000 you do not have to file a South Carolina tax return.
