I moved from NJ to DE and then did a Roth conversion. Do I owe taxes to NJ as well as DE?

It is taxable by your state of residence at the time you took the IRA distribution so as to make the conversion.  If the distribution occurred after you became a DE resident, then it is taxable only by DE.
