I owed a state tax and it was set up to be took from my bank account at a later date, it has already been taken just a few days after my federal return.. now turbo taxes saying I still have to file fo

For that state, but yet they are also saying I cannot file via mail or e-file so what do I do?

Your return must have been filed. The state would not know to take a payment if they had not received your return.
