I know that California residents can qualify for the $7000 Homeowners' Property Tax Exemption - would this apply to me if I own and rent an apartment in California but live in New York?

You would have to live in the home to qualify.

The California Constitution provides a $7,000 reduction in the taxable value for a qualifying owner-occupied home. The home must have been the principal place of residence of the owner on the lien date, January 1st.

To claim the exemption, the homeowner must make a one-time filing with the county assessor where the property is located. The claim form, BOE-266, Claim for Homeowners' Property Tax Exemption, is available from the county assessor.

The exemption only serves to reduce the amount of property tax to be assessed on the property for the owner who occupies the home. See this CA Board of Equalization webpage or the county assessor for more information.
