Its certianly possible, for one of either two reasons.
1) AL only allows a credit for what GA kept of the taxes you paid to GA, so if you are getting any refund from GA, the credit is reduced by that amount.
or
2) The AL credit is only "up-to" what AL would-have taxed on that GA income. So if AL had a lower tax rate, then the credit is only for that lower amount.
