I received a check from the state of SC as all SC residents did called an INCOME TAX REFUND REBATE. Where do I place this amount in turbo tax?

The SC tax rebate is not taxable in SC.

For federal tax purposes, it is considered as a state tax refund, and must be entered just like a form 1099-G.
