I've started doing a side job of consulting for company that is based in California. I work remotely from WA. Do I have to file taxes in CA?

California  , generally, requires all CA sourced income to be recognized --- you will need to file as a non-resident  for California.  They will work off of your  federal income ( world income) and you have to allocate  that certain income which is California sourced  ( i.e. the payor/ entity is located  within CA ).  Most states  recognize and give credit for incomes already taxed by otger states--- not for you since WA does not have  persoanl income tax.
