I was laid off in 2020 in Texas. I moved to Oregon in 2021 and continued to receive the remaining severance while I lived in Oregon. Do I still owe taxes to OR?

The income was earned in TX in 2020, though paid through July 2021. I was unemployed the whole time I lived in OR.

Yes.  Since you received the income while living in Oregon, it is taxable by Oregon.  Individual taxpayers are on a "cash basis" versus accrual.  Your income is taxable when you receive it, and not when you may have earned it.
