Solved

I was provided a 1099G summary from IDES (Illinois Unemployment). It does not list which state the state tax was paid to. I called, but was referred to the IRS.

I live in WI, but worked in IL, so the state tax could go either way (though the states have an agreement that you only pay taxes to the state you live in - but does that apply to unemployment??).

The reciprocal agreement between Illinois and Wisconsin covers wages only, NOT unemployment.

You will need to file an Illinois nonresident return to report tax on the unemployment. In TurboTax, do that state return first.

Next you will file your Wisconsin state return, claim all your income, including the unemployment.

If you are double taxed on the unemployment, your Wisconsin return will show a credit for the Illinois tax paid.
