If you did not receive the payment until 2022, then you would not report the winnings until you file your 2022 tax return. Was the payment issued in 2021 but you somehow didn't receive it? You should not have a tax form yet for the winnings that you received in 2022 year. You will need to contact the issuer of the 1099 to have them make a correction for the year received.
