I work in Iowa n it keeps wanting me to file a Iowa return even thought I don’t live in Iowa and Iowa n Illinois have a residency agreement

Illinois and Iowa are reciprocal states. Therefore, you should only be having state tax withheld from your resident state of Illinois. If you have only had state tax withheld from Illinois, then do not file an Iowa return. If you have had state tax withheld from the state of Iowa during 2019, then you should file an Iowa return and claim a refund. Please follow the directions to remove your state return, if you don't need to claim an Iowa refund.  If you had Iowa tax withheld during 2019, then you need to file an exemption form with your employer to stop having it withheld.
