If you qualify for one of the "refundable" tax credits such as the Child Tax Credit or the Earned Income Credit, then you very well may receive a refund.  However, if you don't qualify for a "refundable" tax credit and had $0 withheld from your earnings, you will not receive a federal refund.

Hello. My question is kinda relatable. I receieved a W2 of alittle over 3000$ of income earned in 2019. But my federal wages witheld was $0. When i entered all that information I was eligible for a tax refund. Why am I eligible if my federal wages was $0?
