Question

If I am a freelancer and have a client in a state I do not reside in, does that mean I made money in another state? Even if my business is online?

Do I need to list the state my client lives in as a state I made money in? Or do I list my resident state since that is where my office is? They sent me a 1099-NEC

It depends you the states and how you earned your money.

States have different rules on whether you were operating a business in the other state. Without knowing the states involved and what type of activity you performed, it's hard to say. For example shipping finished products to a state would be different than maintaining a client website.

You can go to the tax site of the other state and look for rules about nonresident income.
