If I moved to Arizona from Tennessee, can Tennessee still offset my taxes.

TN has no state income tax.   If you moved during 2023, you need to file a part year AZ return -- you are subject to AZ tax for the time you lived and worked in AZ.

My wife owes tge state of tn money. Can they take my taxes if I moved to Arizona? Do they have to have to have arizona's permission.

If your spouse owes back taxes to TN, that state can put in an offset request in that can cause your federal refund to be seized.   AZ is not going to collect your spouse's back taxes owed to TN.
